The vendor's ACTIVE-status flag does not flip on release, and a SQL view fails to match vendor and prisoner records due to a zero-padding difference. We are withholding all numeric headlines and demographic breakdowns until analyses are re-run against the corrected cohort and counsel re-reviews the results.
