About Commutation.app
Guided Oklahoma commutation applications with automatic PDF generation for incarcerated individuals and their advocates.
Our Mission
Oklahoma has one of the highest incarceration rates in the world. Thousands of Oklahomans are serving sentences that may warrant reconsideration through commutation—a process that reduces a sentence without erasing the underlying conviction. But the commutation application process is complex, the paperwork is confusing, and most applicants have no guidance.
Commutation.app exists to make this process accessible. We guide applicants through the Oklahoma Pardon and Parole Board (PPB) commutation application using plain-language questions, automatically generate the required PDF forms, and provide an AI copilot that can answer questions about eligibility, timelines, and documentation. Our goal is to ensure that every eligible Oklahoman can prepare a complete, well-organized commutation application regardless of their resources.
How It Works
Parole Eligibility Assessment
Before starting the full application, our eligibility checker evaluates whether you qualify for commutation based on your offense type, sentence length, time served, and Oklahoma's 85% rule. This helps set realistic expectations and identifies potential issues to address in your application.
Guided Interview
Instead of facing a blank government form, you answer plain-language questions organized into logical steps: personal information, offense details, institutional conduct, rehabilitation efforts, and release plans. The interview takes about 30 minutes and you can save progress at any point.
Automatic PPB PDF Generation
Once you complete the guided interview, Commutation.app automatically generates a properly formatted PDF that matches the Oklahoma Pardon and Parole Board's required application form. Your answers are mapped to the correct fields, dates are formatted correctly, and the document is ready to download and submit.
AI Copilot
Our AI copilot can answer questions about the commutation process, explain eligibility requirements, describe what happens at a PPB hearing, and help you understand your options. It draws on Oklahoma statutes, PPB rules, and publicly available commutation data to provide accurate, current information.
Oklahoma Rule 1.17 AI Compliance
Our platform follows Oklahoma's Rule 1.17 requirements for AI in legal services. All AI-generated content is clearly labeled, human review is encouraged at every step, and the platform never substitutes for the judgment of a licensed attorney.
Data Sources
Commutation.app draws on multiple Oklahoma-specific data sources to power eligibility checks, AI copilot answers, and application preparation:
- OSCN (Oklahoma State Courts Network) — Official court records for case verification, conviction details, and sentencing information across all 77 Oklahoma counties
- ODOC (Oklahoma Department of Corrections) — Offender lookup data for verifying DOC numbers, sentence calculations, facility assignments, and projected release dates
- Oklahoma Pardon and Parole Board — Official PPB application forms, hearing schedules, procedural rules, and commutation statistics
- Oklahoma Statutes — Title 57 (Prisons and Reformatories), the 85% rule, and related statutory provisions governing commutation eligibility
- Oklahoma Policy Institute & Oklahoma Watch — Research data on incarceration rates, sentencing trends, and criminal justice reform used in our statistics and visualizations

Why This Matters
Oklahoma's incarceration crisis is well-documented. According to the Prison Policy Initiative and Oklahoma Watch:
23,498
Oklahomans currently incarcerated (ODOC, Dec 2025)
#2
Highest incarceration rate in the United States
$38K
Average annual cost per incarcerated person in Oklahoma
Commutation is one of the most direct paths to reducing unnecessary incarceration. A well-prepared application can make the difference between years of continued imprisonment and a return to community and family.
